Under general supervision of the Senior Manager of Emergency Services, the Manager of Emergency Medical Services (EMS) Operations develops and implements the emergency medical services program for the Emergency Medical Services Department (EMSD) at Yaamava’ Resort and Casino (YRC), including management and supervision of EMS staff at the Yaamava’ Resort and Casino. In addition, the Manager of EMS Operations is responsible for the development and implementation of the Tribal Emergency Medical Services educational program. These programs are intended to enhance the EMS preparedness and readiness of those who live and work on the reservation in areas such as EMS preparedness, first aid, CPR, blood borne pathogens and performs other related work as required. These programs include presentations to Tribal citizens, employees, as well as educational outreach programs to community groups and schools.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Monitors and evaluates the efficiency and effectiveness of EMS service delivery methods and procedures; recommends within departmental policy appropriate service and staffing levels. Serves as the EMSD subject matter expert for all EMSD team, services, functions, and programs within the Yaamava’ Resort and Casino. Directs the Public Access Defibrillation program.2. Plans, directs, coordinates and reviews the work plan for YRC EMSD staff; assigns work activities, projects, and programs; reviews and evaluates work products, methods and procedures; meets with staff to identify and resolves problems, provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.3. Provides all required EMS, First Aid, Blood-borne Pathogen, in-service training, and community-based outreach training for the EMSD staff, and community.4. Acts as Program Administrator for the YRC EMS Department Continuing Medical Education Provider Program.5. Conducts audits, training, and reviews of safety reports along with oversight of documentation continuity for risk management.6. Provides training in areas of CPR and First Aid, acts as instructor for EMT-I, First aid, and Blood borne pathogens.7. Acts as the Designated Infection Control Officer and Ryan White “Designated Officer” and ensures compliance with EMS-related workplace safety requirements within the YRC.8. Functions as an interagency and intergovernmental liaison with ICEMA, and AMR.9. Coordinates EMS Quality Improvement activities of EMS Department personnel within YRC to include data collection and analysis, development of individual educational requirements, determinations on needs related to EMS professional development and/or remediation. Investigates complaints and procedural or process concerns and directs the resolution of emergency medical performance issues; provides direct clinical supervision to monitor the delivery of pre-hospital medical services. Provides medical oversight and supervision including, but not limited to, EMS optional scope of practice programs and the products of the contracted Physician Medical Director.10. Monitors adequate supplies and inventory in all YRC treatment rooms, manages and develops EMS-related budget and orders supplies and equipment as needed/planned for in the YRC EMSD budget. Collaborates, develops, and manages grants, grant proposals.11. Ensures compliance with statutory and operational requirements for medication ordering, and maintenance of medical devices.12. Coordinates EMSD health and wellness programs to include vaccinations, required medical examinations, and post-exposure care.13. Performs other duties as assigned to support the efficient operation of the department.
SUPERVISORY RESPONSIBILITIES
Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning reviewing and directing work; evaluating and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Makes hiring decisions and designs individual development plans with succession planning in mind for all key roles.
EDUCATION, EXPERIENCE AND QUALIFICATIONS
Bachelors of Arts in EMS, Fire Science or related field is required.
Minimum five (5) years of experience in the field of Emergency Medical Services is required.
Minimum three (3) years as an EMT/paramedic/RN is preferred.
Minimum three (3) years of Emergency Medical Services management or supervisory experience is required.
Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.
Accredited EMT/EMT-P in the ICEMA region (within 90 days of employment) is required.
KNOWLEDGE, SKILLS AND ABILITIES (KSA)
Principles and practices of emergency medical care.
Operation and maintenance of emergency medical equipment.
Safety practices and precautions pertaining to work.
Basic knowledge of computers and programs to include MS Office, PowerPoint and Outlook.
Read, understand, and draft departmental policies, rules, regulations, instructions, and literature as it pertains to emergency medical care.
Communicates clearly and concisely in English, both orally and in writing, with proper spelling, grammar and punctuation.
Ability to operate a two-way radio to communicate with the communications center.
Analyze situations and adopt a quick, effective and responsible course of action.
Make presentations to a variety of groups.
Work effectively with other employees and the public.
Understand and carry out oral and written instructions and explain them to others.

REQUIRED LICENSES, CERTIFICATIONS AND REGISTRATIONS
At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.
REQUIRED:
EMT/EMT-P (Must be valid in State of California) or Registered Nurse with EMS management experience required (Must be valid in the State of California).
Associates Degree in EMS or related field. Accredited EMT/EMT-P in the ICEMA region (within 90 days of employment).
Current American Heart Association BLS Healthcare provider certification.
Hazardous Materials First Responder Awareness (CSTI or equivalent).
Completion of the following courses within the first year of employment: Current American Heart Association CPR Instructor, Accredited First Aid Instructor, and Blood Borne Pathogens Instructor.
ICS 100-Introduction to ICS, ICS 200-Basic ICS
IS 700 NIMS: An Introduction, IS 800 The National Response Plan.
Preferred:
Basic Trauma Life Support / Prehospital Trauma Life Support Instructor.
EMI E580 course “Emergency Management Framework for Tribal Government” or suitable equivalent course to EOC operations.

Authorized Driver: Role requires operation or driving of Tribe-owned vehicles or driving patron vehicles. A valid driver’s license with an acceptable driving record as determined by the insurance carrier is required.
