Reporting to the SVP of Human Resources, the Director of HRIS (Human Resources Information Systems) and HR Operations is responsible for the strategic planning, development, implementation, and maintenance of HRIS and HR operational processes. This role oversees the HRIS and HR Operations teams, ensures the integrity and efficiency of HR data management systems, and enhances HR operations to support the organization’s goals and objectives. The Director collaborates with various departments to optimize HRIS solutions, streamline HR processes, and ensure compliance with relevant laws and regulations.

Essential Duties & Responsibilities

1. HRIS Management:

  • Oversees the day-to-day management of the Workday system, including system updates, maintenance, and troubleshooting.

  • Ensures data integrity, accuracy, and security within HRIS systems.          

  • Monitors system performance and implements best practices to ensure optimal performance and reliability.

  • Develops and maintains HRIS documentation, including system processes, user guides, and training materials.

2. HR Operations:

  • Streamlines HR processes and workflows to enhance efficiency and effectiveness.

  • Oversees the administration of HR Operational policies, procedures, and programs.

  • Ensures compliance with all applicable laws and regulations related to HR operations.

3. Strategic Planning and Leadership:

  • Develops and executes a comprehensive HRIS and HR Operations strategy aligned with the organization’s goals.

  • Leads and mentors the HRIS and HR Operations team, fostering a collaborative and high-performance culture.

  • Collaborates with HR leadership to identify HR technology needs, recommend and implement solutions.

4. Data Analytics and Reporting:

  • Develops and delivers HR metrics and analytics to support data-driven decision-making in Workday and Microsoft Business Intelligence (BI).

  • Creates and maintains dashboards, reports, and analytics tools to provide insights into HR trends and performance in Workday and BI.

  • Analyze HR data to identify areas for improvement and recommend solutions.

5. Training and Support:

  • Provides training and support to HR staff and end-users on HRIS functionality and best practices.

  • Ensures ongoing user support and address system-related issues in a timely manner.

6. Compliance and Security:

  • Ensures that the HRIS system complies with relevant regulations, standards, and best practices.

  • Implements and monitor security protocols to protect sensitive data and ensure data integrity.

  • Conducts regular audits and assessments to identify and mitigate potential risks.

7. Vendor Management:

  • Manages relationships with HRIS and HR Operation vendors and service providers.

  • Negotiates contracts, service agreements, and ensures vendor performance meets organizational standards.

8. Performs other duties as assigned to support the efficient operation of the department and assumes other responsibilities, duties, tasks and assignments that contribute to the mitigation or response to any public health emergency.

Supervisory Responsibilities

Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning reviewing and directing work; evaluating and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.  Makes hiring decisions and designs individual development plans with succession planning in mind for all key roles.

Education/Experience/Qualifications

  • Bachelor’s degree in Business Administration, Information Systems, Human Resources or a related field is required. Master’s degree is preferred.

  • Minimum of ten (10) years of experience in HR with strong technical HR systems experience is required.

  • Minimum of five (5) years supervisory experience required.

  • Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.

  • Must have experience in implementation and integration of large-scale Human Resources systems.

  • Strong analytics, data, systems and HR operations background.

  • Broad knowledge of HR practices including but not limited to employment law, compensation, procedures and systems.

  • Understands, utilizes and has implemented complex HR systems to stream employee life cycle processes and achieve deliverables.

  • Strong problem-solving, planning, and execution skills, including a desire to roll up sleeves to prioritize work and meet deadlines. Demonstrated ability to drive business results.

  • Ability to communicate and work effectively with all levels of management and technical teams to influence change and facilitate cooperation.

  • Ability to promote collaboration, teamwork, and involve all stakeholders in decision-making processes.

  • Strong analytic and process skills to track and improve organizational efficiency and performance.

Certificates/Licenses/Registrations

  • At the discretion of the San Manuel Tribal Gaming Commission you may be required to obtain and maintain a gaming license.
