Under the direction of the VP, Tribal Community Services, the Reservation Security Captain is responsible for leading the day-to-day activities that encompass reservation security. This position follows the Tribe First strategic initiative to guide decisions and evaluate the diverse risks and threats facing the Tribe and the reservation. The Reservation Security Captain oversees the security for Tribal Citizens, guests, vendors, and team members on the reservation. This position serves the Tribe by utilizing acquired subject-matter expertise to assist in the development of the Tribal public safety strategy, ensuring its effective implementation, evaluating its suitability, and utilizing measures to strengthen them. The Reservation Security Captain directs a team that has special assignments such as executive protection, physical security, education security, and surveillance, as assigned. This is both a uniformed and non-uniformed, armed position, requiring compliance with all current California Bureau of Security and Investigative Services (BSIS) guidelines. This position ensures that critical safety and security services are provided in a business oriented, courteous, and professional manner.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1.    Directs the daily operational aspects of all functions of the Reservation Security department, including all stationary posts, protective detail, and animal control.2.    Ensures the department adheres to professional standards, compliance directives, approved procedures and policies, and applicable Federal and State regulations along with all Tribal ordinances and regulations.3.    Utilizes the identified goals, objectives and metrics to assure the department’s operating procedures are in alignment with the Tribe’s strategic objectives.4.    Studies crime and other reports to determine trends, and makes recommendations for changes in operating procedures to obtain the most effective results.5.    Safeguards the protection of the Tribe, team members, guests, visitors and stakeholders, while ensuring the optimal and efficient use of the workforce, equipment, and resources.6.    Directs response planning for investigation of security breaches and assists in disciplinary and legal matters associated with such breaches.7.    Leads and inspires a large team in the delivery of best-in-class security and customer service.  8.    Creates and oversees the annual budget for the Reservation Security department by retaining alignment with department objectives.9.    Performs other duties as assigned to support the efficient operation of the department.

SUPERVISORY RESPONSIBILITIES

Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning reviewing and directing work; evaluating and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Makes hiring decisions and designs individual development plans with succession planning in mind for all key roles.

 EDUCATION, EXPERIENCE AND QUALIFICATIONS

  • A Bachelor’s degree in Criminal Justice, Security Business Administration, or a related field is required. 

  • A minimum of seven (7) years of experience with a law enforcement or security agency is required. 

  • A minimum of three (3) years of leadership experience is required. 

  • Related, relevant, and/or direct experience may be considered in lieu of the minimum educational requirements indicated above. 

KNOWLEDGE, SKILLS AND ABILITIES (KSA)

  • Demonstrated ability to take decisive action based on all available information and using sound judgment, while collaborating with key stakeholders. 

  • Management-level security management experience in a large corporate or other private sector setting is strongly preferred. 

  • Strong strategic and critical thinking skills, executive-level oral and written communication, and presentation skills are required. 

  • Ability to function in a dynamic and complex environment while providing a high level of service to numerous constituencies. 

  • Must have experience building, motivating, and leading a professional team attuned to department business needs, risk, integrity, and excellence. 

  • Ability to comply with BSIS rules and regulations. 

REQUIRED LICENSES, CERTIFICATIONS AND REGISTRATIONS

  • At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.

  • A qualified candidate/employee must have a valid driver’s license with an acceptable driving record as determined by the company’s insurance carrier.  

  • Minimum POST Reserve level II certificate, succession completion of any recognized law enforcement academy or agency certificate, or any local, state, federal, or military experience preferred.  

  • Must obtain and maintain a State Key Gaming License. 

  • Ability to obtain and maintain a valid BSIS Gun and Guard Card. 

  • Must comply with all current requirements set forth by the California Bureau of Security and Investigative Services (BSIS) for Armed Security Officers within 90 days of employment. 

  • Select One of the Following:

    • ☒ Authorized Driver: Role requires operation or driving of Tribe-owned vehicles or driving patron vehicles. A valid driver’s license with an acceptable driving record as determined by the insurance carrier is required.

    • ☐ Driving Responsibilities: Role requires regular commuting between locations. A valid driver's license and vehicle insurance with minimum liability limits is required. Role will not operate or drive Tribe-owned vehicles or patron vehicles.

    • ☐ No Driving Responsibilities: Role does not require a driver’s license or insurance.
