Reporting to the Director, Human Resources, and the HR Manager will lead and mentor a team of dynamic HR Specialist in addressing talent management, employee engagement, organizational design and core management issues. This key role will partner with stakeholders across the San Manuel to build an effective, engaged and inspired workforce. The HR Manager will collaborate with HR colleagues and department management throughout the San Manuel to diagnose root causes and drive solutions for issues negatively impacting productivity and the employee experience. He/she/they will also collaborate with key stakeholders to develop and execute specific organizational performance and engagement programs, to ensure team members have knowledge of and access to best in class practices, policies, and resources. Helping to lead employee engagement across the San Manuel, the HR Manager will play a critical role in supporting the employee engagement strategy. The HR Manager will effectively design programs to drive loyalty, commitment and employee satisfaction that will directly and positively impact overall results at the Enterprise. The successful candidate will promote a culture of accountability, lead others in adopting a coaching and development mindset while consistently role modeling behaviors that will reinforce San Manuel’s brand as a premier employer of choice.

Essential Duties & Responsibilities

  • Provide strategic HR leadership and consultation focused on creating and implementing innovative strategies that are anticipatory rather that reactionary.

  • Design and execute talent management strategies to increase organization, team and individual performance to improve San Manuel capabilities to deliver against its goals.  

  • Provide full scope HR expertise, coaching and partnership to San Manuel leaders and peers on matters including but not limited to: employee engagement, organizational design and change, communications, performance management and career development.

  • Conducts thorough research of industry and enterprise trends and standards to provide counsel on workforce planning, succession planning, career development and job family structure.

  • Able to assess emerging economic development, organization or people trends and identify and implement the appropriate Human Resource solutions.  

  • Work with and support various stakeholders to understand their organization and people needs, build effective engagement strategies to support those needs and execute on plans with actions that tie back to the team’s goals and objectives.

  • Support leaders in identifying performance and engagement issues, identify trends from talent planning, performance management, and develop strategies to address capability/succession gaps.

  • Conducts analysis and utilizes reports and talent dashboards that measure talent efforts and provide predictive analytics for future changes or decisions. Develops thoughtful, integrated approaches to promote talent attraction, development and retention. Lead the building of, or changing cultural values, as needed.

  • Provide analysis and recommendations for organizational change, development & design, to help set direction and provide appropriate resources.

  • Build relationships with leaders to ensure proactivity in engaging and retaining talent.

  • Help identify learning & development opportunities and provide recommendations/resources to management.

  • Coach leaders on difficult situations, employee relations, mediating discussions, and performance management.

  • Assess/Identify HR strategy/policy/process improvements as needed and work with the HR team to implement.

  • Proactively identify future team needs and develop long-term plan to support the San Manuel Centerprise’s objectives.

  • Collaborate with other specialist functions to work on global HR initiatives.

  • Partners closely with other internal HR practice leaders to create and execute short and long-term HR strategies to grow and develop San Manuel’s talent capabilities and stakeholders’ professional well-being.

  • Researches industry and HR best practices and leads implementation efforts to assure continuous improvement of HR services. Prepares HR reports and statistics; analyzes the data and recommends actions as indicated.

  • Perform other duties as assigned to support the efficient operation of the department.

Supervisory Responsibilities

Carries out supervisory responsibilities in accordance with the San Manuel’s policies and applicable laws.   Responsibilities include interviewing, hiring and training employees; planning, assigning reviewing and directing work; evaluating and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education/Experience/Qualifications

  • Bachelor’s Degree or equivalent experience required.

  • Master’s Degree in Human Resources, Business Administration, Counseling, Psychology or related field preferred.

  • Equivalent combination of education and progressive, relevant and direct experience will be considered in lieu of educational requirement.

  • Minimum 7 years in Human Resources experience with minimum three (3) years of supervisory level experience in talent management.  

  • Five (5) years’ experience as a Human Resources Business Partner or similar capacity. 

  • Must have managed large and complex projects that impacted a thousand (1000) or more employees.

  • Mastery of intermediate Excel skills including light visual basic programming and complex formulas required. 

  • Ability to demonstrate leadership, guidance, collaboration and empowerment is a must.

  • Must be a true change leader with the ability to help others gravitate to and embrace change. 

  • Can shift gears comfortably and handle risk and uncertainty.

  • Capable of mediating problem resolution without getting overwhelmed, emotional, defensive and withdrawn.

  • Possess the ability and demeanor to be a settling influence to diffuse tensions.

  • Must be comfortable challenging the status quo and communicating “out of the box” thinking and ideas. 

  • Must be able to make reasonable decisions when solutions may be complex or ambiguous. Must be very comfortable working in “grey space”.

  • Must be compassionate and have a passion for people. 

  • Must have a proven track record of driving to results. 

  • Must be a change leader that sees and appreciates the strategic impact of a well-managed talent management program

  • Demonstrated success operating as a strategic HR leader and business partner.

  • Ability to gain credibility and build relationships and trust with employees and management as a well-respected business partner.   

  • Confidence in expressing opinions and recommendations and regular demonstration of independent thought with senior level leaders. 

  • Ability to translate the Tribal Government and Casino operation’s objectives/priorities into a corresponding people plan.

  • Able to tailor messages to a variety of audiences, craft complex communications for all levels within client groups and convey updates and training presentations to small or large groups.

  • Highly collaborative team player and thought leader with other HR team members, employees and managers

  • A strong ability to influence people and decisions, push back where appropriate and to become a trustworthy partner at all levels within San Manuel. 

  • Ability to work independently.

  • Strong conflict resolution, decision making, and communication skills a must.

  • Ability to conceptualize, plan, and implement new projects and programs.

Certificates/Licenses/Registrations

  • A qualified candidate/employee must have a valid driver’s license with an acceptable driving record as determined by the organization’s insurance carrier.

  • Certification as a Professional Human Resources (PHR) or Senior Professional Human Resources (SPHR) or Global Professional Human Resources (GPHR) desired.
