Under the direction of the Manager Operational Compliance, the Operational Compliance Policy Specialist assists the Operational Compliance Policy Management team and Stakeholders by performing a variety of technical, analytical, and administrative support duties related to policy management. Reviews procedures, internal controls, and processes to assess compliance, quality, and effectiveness, coordinating with stakeholders and gaming commissions, and developing risk assessments. Is responsible for assisting the Compliance Manager and Senior Policy Specialist in the development of risk assessments.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Conducts comprehensive policy reviews to ensure alignment with the National Indian Gaming Commission's Minimum Internal Control Standards (NIGC MICs), Gaming Commission Regulations (GCR), Internal Control Standards (ICS), and other relevant regulatory requirements. Proactively identifies outdated or ineffective policies and recommends modernization or updates to ensure they reflect current best practices. Collaborates with stakeholders and Operational Compliance Management to identify necessary controls and process improvements. After review, updates policies and procedures to address any identified gaps or areas for improvement.2. Reviews daily changes to policies and procedures to ensure effective controls and segregation of duties. Supports the review, implementation, and optimization of quality control processes. Assists the Compliance Manager of Operational Compliance in coordinating meetings and revisions for Internal Controls with both San Manuel Tribal Gaming Commission (SMTGC) and department stakeholders.3. Collaborates with the Operational Compliance Senior Policy Specialist and management to develop and implement a risk-based schedule for policy revisions and risk assessments. Ensures timely updates to all internal control standards by conducting risk assessments in accordance with the Institute of Internal Auditors (IIA) Standards, focusing on current and emerging risks associated with process implementations.4. Supports follow-up actions based on policy-based remediation for audit reports, including but not limited to the annual TICs audit, Operational Compliance Specialist and Continuous Monitoring reviews, and external audit reports. Ensures that corrective actions are implemented and monitored to address identified issues.5. Coordinates meetings with internal stakeholders, department teams, and relevant gaming authorities to ensure alignment on policy revisions, operational changes, and compliance activities. Ensures that all parties are engaged and informed to maintain effective communication and collaboration across teams.6. Performs other duties as assigned to ensure the smooth and efficient operation of the department.
EDUCATIONAL, EXPERIENCE AND QUALIFICATIONS
• Bachelor’s degree in business administration and/or related field required. • Minimum of two (2) years working experience (administrative or technical) in the areas of quality assurance, internal controls, program effectiveness, program improvement and/or regulatory matters relating to the National Indian Gaming Commission Minimum Internal Control Standards, Bank Secrecy Act, Anti-Money Laundering, and/or OFAC matters required. • Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above. • Minimum 1 year of experience performing collaborative/project management type work preferred. • Prior casino gaming regulator experience a plus. Must be willing to learn the gaming and hospitality industry.
KNOWLEDGE, SKILLS AND ABILITIES (KSA)
• Knowledge of Microsoft Suite, and aptitude for learning information systems.• Must be motivated and eager to learn, a self–starter, a team player.
