Summary

The Vice President of Facilities is responsible for the management, supervision, and administration of various construction, renovation, and development projects as well as the maintenance, repair, and operation of all Cache Creek Casino Resort facilities. This includes the casino, hotel, golf course, mini-mart, central plant, wastewater treatment plant, parking structure and parking lots. This includes ensuring a safe, attractive, and well-maintained environment for guests and employees. This position is not directly responsible for other Tribal properties but will work collaboratively with Yocha Dehe Wintun Nation representatives on resource management including but not limited to shared power and water supplies.

The Vice President of Facilities will lead a team of professionals to manage all aspects of the resort facilities, including design, construction, maintenance, and engineering. They will communicate as appropriate with the GM/COO, Cache Creek Casino Resort Leadership Staff, Yocha Dehe Wintun Nation representatives, Casino Board of Directors, Tribal Council, service contractors and vendors regarding the negotiation of contracts, agreements and guarantees as well as the progress of projects.

The Vice President of Facilities works closely with the Yocha Dehe Fire Department and the Tribe’s Building Code Official to receive, distribute, and track all building permit applications and associated plan submittals. This role will be responsible for keeping records of all CCCR permit applications, approved plans, all certificates of occupancy or certificates of completion. The Vice President of Facilities will also be responsible for managing third party consultants that are under contract with the Tribe to review plans for code compliance and will perform all necessary inspections on behalf of the Tribe, which are required to meet all applicable building codes.

Strategic Planning and Leadership:

  • Performs, and is responsible for, a full range of managerial/administrative/supervisory functions commensurate with the level of this position.
  • Directs staff, vendors, and contractors in the development of conceptual plans and budgets for facilities projects.
  • Develop and implement strategic plans and budgets for property development and facility management, aligning with the resort's overall goals and objectives.
  • Develops planning documents for the initiation of projects to gain approval from CCCR Leadership Staff, Casino Board of Directors, Tribal Council and Community Council, as necessary.
  • Leads the development and prioritization of capital improvement and deferred maintenance construction projects; makes appropriate decisions on assignments contingent upon availability of labor and materials.
  • Lead, mentor, and manage the facilities team to ensure high performance and professional development.

Facility Maintenance and Operations:

  • Oversee the maintenance and repair of all buildings, grounds, and equipment.
  • Ensure compliance with all tribal, local, state, and federal regulations, including health and safety codes.
  • Develops the prioritization of scheduling and assignment of repairs and maintenance of the physical plant.
  • Conducts engineering research and analysis; develops and submits reports and recommendations.
  • Develop and manage preventive maintenance programs to reduce downtime and extend the lifespan of equipment and facilities.
  • Ensures short- and long-range planning for the replacement of equipment, buildings, etc., to meet the Resort’s present and future needs.
  • Drive continuous improvement initiatives in facilities management and project delivery processes.

Budget Management:

  • Prepare and manage the annual facilities budget.
  • Plan and oversee capital improvement projects, ensuring they are completed on time, within budget, and to the required standards.
  • Monitor and control expenditures to ensure efficient use of resources.
  • Identify cost-saving opportunities without compromising quality or safety.

Vendor and Contractor Management:

  • Select, negotiate, and manage contracts with external vendors and contractors.
  • Ensure quality work is performed in a timely and cost-effective manner.
  • Establish and maintain positive relationships with key vendors and service providers.

Project Management:

  • Ensures department staff coordinate all parties involved in the pre-construction planning, design, and construction process, and provide recommendations on appropriate and cost-efficient purchases and expenditures by reviewing and approving payment applications, bills for professional services and other construction and design related invoices (and related change orders and additional service requests).
  • Directs staff in the performance of bid reviews and bid preparation and recommends award of contract based upon proper screening and research of potential vendors/contractors.
  • Ensures the department organizes and maintains project correspondence with all contracting parties by reviewing contract plans and specifications for compliance with appropriate building codes and project requirements.
  • Develops and/or reviews and approves plans, drawing, specifications, and cost estimates for maintenance projects, capital improvements, modifications, and related engineering work.
  • Visits project sites on a regular basis and provides regularly scheduled reports on progress, as necessary.
  • Coordinate with internal and external stakeholders to ensure smooth project execution.
  • Ensures the department staff properly performs construction contract close-out requirements and maintains documentation files.
  • Ensures and facilitates resolution of construction contract disputes and claims.

Safety and Compliance:

  • Implement and maintain safety protocols and procedures to ensure a safe environment for guests and staff.
  • Conduct regular inspections and audits to ensure compliance with all relevant regulations and standards.
  • Understands, implements, and advises on the various Tribal, Federal, State and County codes and regulations involving construction, installation, fire, safety, and sanitation.
  • Always promotes safety and security in coordination with Tribal Security and Tribal safety officials and their respective departments and agencies; especially the Yocha Dehe Fire Department and Cache Creek Casino Security.

Sustainability and Environmental Management:

  • Develop and implement sustainability initiatives to manage the resort's environmental impact and remote location.
  • Oversees the development of energy management initiatives and maintenance of energy-producing systems and equipment.
  • Oversees the development of water management initiatives including wastewater treatment.
  • Promote energy efficiency and resource conservation throughout the resort.

Customer Service:

  • Establishes and maintains courteous, cooperative relations when interacting with other personnel and the public.
  • Address and resolve any facility-related issues promptly and effectively.

Supervisory Responsibilities

Oversees all staff members within the Engineering Department. Carries out supervisory responsibilities in accordance with the organization's policies, procedures and applicable laws to include training employees, assigning and directing work, evaluating performance, and addressing complaints and disciplinary problems.

Qualifications

To perform this job successfully, the incumbent must have demonstrated skills in communication, conflict management and leadership. Must posess a detailed understanding of building systems including Structural, Mechanical/Plumbing, Electrical and Low Voltage systems. Must possess demonstrated understanding and skill in the use of computers and computer technology. Familiarity with compliance and reporting requirements of regulatory agencies preferred. Must be able to read and write reports, fully capable of reading plans, specifications and technical instructions and to give understandable directions to others.  Ability to initiate work and direct a crew with very little experience.

Education and/or Experience

Bachelor’s Degree in Mechanical, Structural Engineering, Construction Management, Architecture, Engineering, Real Estate Development, or related field and ten (10) years of successful experience in property development and maintenance is required; or equivalent combination of education and experience.

Language Skills

Must have excellent communication skills in verbal and in written form. Ability to maintain a high level of accuracy and confidentiality concerning Tribal matters by using tact, diplomacy, and an understanding of the organizational culture, climate, and/or politics. Excellent interpersonal skills in person, by phone and email using professional and courteous etiquette with sensitivity to the diversity of a multi-cultural audience and with cultural sensitivity.

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.

Mathematical Skills

Ability to work with mechanical and technical mathematical concepts and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, proportions and to draw and interpret various form of graphs.

Reasoning Ability

Ability to define problems, collect data, establish facts, and draw valid, unbiased conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with abstract and concrete variable.

Computer Skills

Must be highly skilled in Microsoft Office applications with the ability to use word processing, multimedia, email, spreadsheets, and database management software. Proficient in Construction/Project Management Software as project appropriate, Share Point, and Adobe PDF full version.

Age Requirement

Must be at least 21 years of age.

Certificates, Licenses, Registrations

Individuals must be able to successfully pass the Tribal Gaming Agency (TGA) Background Check.  Must possess a valid driver’s license and maintain a driving record that is satisfactory to the Tribe’s insurance carrier.
